Just worked out I had an errant dns sending me to a postfixadmin on another machine which Id never used. Now that the url is sendng me to the correct machine and copy of postfixadmin Im getting a 403 permissions errors when I try to open setupphp the configincphp I posted btw is the correct one. Maybe there is one more config_incphp from older versions in root folder of your installation.
